Also the flurry of elections is based on an interpretation of what is required, not what is required. The requirement is: The leadership is chosen by the contributors to the project http://git.openstack.org/cgit/openstack/governance/tree/reference/new-projects-requirements.rst#n30 which can take many forms. They are just all heading to the -dev list.
