Thanks for the tips -- it ends up that the issue seems to be differing email
accounts (I'd registered a while ago with a different one). It went through
this time.

In addition to Clark's link to troubleshooting suggestions, have you
confirmed that you correctly followed our instructions (particularly
the part about joining the OpenStack Foundation and using the same
E-mail address as you're using in Gerrit)?

If you were going by (presumably incomplete) instructions elsewhere,
please let us know where you found them so we can get them removed
