When alerted to needing to add members to a gerrit group we add the author of the original patch. Christian Schwede is a member of both: https://review.openstack.org/#/admin/groups/372,members and https://review.openstack.org/#/admin/groups/373,members and can add additional members as he sees fit. We encourage release teams to be as small as possible, usually just one person, unless that person is stepping aside then they add their successor who removes the original member retaining the optimum number of one for a <project>-release team.
