Ohh that's odd, the zmq plugin is in the official jenkins repo here: http://repo.jenkins-ci.org/repo/org/jenkins-ci/plugins/zmq-event-publisher/
I'm not sure what happened on the update site. We might need to make a new release for it to get back there again.
