Robert, I just verify that Icehouse with Neutron ML2 (OVS) indeed deletes existing interfaces when the corresponding VM is deleted. If you have a different experience with OVS monolithic plugin, you should move to ML2, specially because the OVS plugin is being deleted from the three.
