I am trying to limit my instance to 10MB/s and its not being limited. My flavor
is here:

extra_specs                | {"quota:disk_read_bytes_sec": "10485760",
"quota:disk_write_bytes_sec": "10485760", "quota:vif_outbound_average":
"10240", "quota:vif_inbound_average": "10240"} |
libvirt.xml

 <model type="virtio"/>

<source bridge="qbr528f9bf0-f5"/>

<target dev="tap528f9bf0-f5"/>

<bandwidth>

<inbound average="10240"/>

<outbound average="10240"/>

</bandwidth>

</interface>
Here are results of a speed test on the instance.

Is there a configuration that needs to be set on my deployment?
