Mr. Simard would know better than I, as I'm more familiar with Helion's Triple-O versus RDO's Triple-O.
Having said that, yes, the Undercloud provisions the Overcloud and therefore making the change in "nova.conf" prior to provisioning the Overcloud would accomplish what you're looking for.
