on the vm the scheduler should be noop, so the vm does not do any kind of ordering and passes that work to the hypervisor (which knows better) on the hypervisor scheduler should be deadline, which is the recommended scheduler for SSDs there are rh articles on the net, also I think tuned does that by default.
