There was a thread back in July that rehashed some of the issues with
quota classes in Nova:

That's come back up again today and while I've missed the spec deadline
for Ocata, I'm proposing a spec for Pike to deprecate the quota classes API:
https://review.openstack.org/#/c/411035/
I'd appreciate operator input on that spec (or mailing list discussion)
in case there are use cases I'm not aware of which would mean we don't
want to go this route.
