We've talked about this since Ocata, maybe earlier, but I finally took
the time to write the spec to deprecate the os-virtual-interfaces API.

Hopefully it makes sense. The proposed change is pretty straight-forward
and will help us get rid of some more legacy nova-network cruft and
confusion in the compute API, and also help us to stop proxying to
Neutron for the os-interface API.
