As far as Issue Tracking goes, I think we need a single system that shows all the projects. Users can go there to file bugs on "OpenStack". Then the system should allow, for a given bug number, to set tasks in multiple subprojects and/or downstream projects andor companion projects (documentation tasks for example). That's pretty much the description of how LP currently works, and I think it provides a nice consistent experience for the users and developers. For release timing, I'd add that there is a "default milestone plan" (discussed at the design summit, currently a 4-week plan) that projects should use if they have no reason to use something else. Or consider there is a unique vetted "4-week time-based plan" option and grant Swift an exception retrospectively if they have a reason to differ.
