It's a change introduced recently in Debian. Natty has 1.4-5ubuntu2 (which has /usr/sbin/brctl) and Oneiric has 1.5-2ubuntu1 (which has /sbin/brctl). So Oneiric is certainly also affected by the same issue. I created LP: #802876 to track that.
