I *just* ran into a problem today triggered by some code moving around in nova and common. I had to set my driver to "nova.openstack.common.notifier.rabbit_notifier" (in both files).
I didn't see any errors from that until I tried to launch an instance, so it doesn't seem to prevent any of the nova services from starting up.
