I didn't do it, devstack did as a result of setting FIXED_RANGE=172.30.1.0/24
in localrc (the file in devstack which is sourced when the main stack.sh runs - in case you aren't familiar with devstack ;-) stack@gpfs6-int:~$ nova-manage network list id IPv4 IPv6 start address DNS1 DNS2 VlanID project uuid 1 172.30.1.0/24 None 172.30.1.2 8.8.4.4 None None None 1c6ede3d-8c7d-46e5-8df8-135f74088088 Again, what's odd is that this had been working (i.e., without my needing to give --nic ...) and I can still start VMs from horizon.
