Hello! Could you look at the httpd logs and copy the stack trace that happens 
when you see that error?

You might also want to check that the nova-network service is up and running. 
Because it takes about a minute (by default) to time out, it could be what's 
causing the slowness (see e.g. https://bugs.launchpad.net/horizon/+bug/1079882 )
