Could you run:

# apt-get update

And if "apt-get install python-swiftclient" still fails, post your /etc/apt/sources.list ?

I'm note sure that python-swiftclient comes with the Swift-core PPA (https://launchpad.net/~swift-core/+archive/release) but it should be available through pip (https://community.hpcloud.com/article/python-swiftclient-linux-installation).
