change it into

vnc_enabled=true
vnc_keymap=en-us
vncserver_listen=172.21.2.111
we have the same problem, we solved it this way(use real ip address instead
$vnc_ip), but i dont know and tell you why.

Hi,
I have the Openstack Grizzly ubuntu 12.04 multi node installed the VM is coming
up fine with IP and also I can associate floating ip however cannot login to
VM using ssh or on console. It just says loading and no go. The security group
is also set.
Any help?
Now on VNC it says
console is currently unavailable. Please try again later. Reload
On my controller or nova node :
C controller# ping 20.0.0.5
PING 20.0.0.5 (20.0.0.5) 56(84) bytes of data.
From 10.1.168.1: icmp_seq=1 Redirect Network(New nexthop: 10.1.168.2)
