Attaching Cinder volumes as secondary/persistent storage has nothing to do with your root/ephemeral disks. If you're doing boot from volume then the Cinder volume is your root disk. In other words, in the first case when you terminate the instance yes, the root disks go away (ephemeral). Is that what you're getting at?
