If you are only using Nova to manage KVM hosts (local storage only) in multiple 
regions do you need to have separate keystone/MySQL and horizon deployments for 
each region or can everything be centrally managed? If you do need separate 
keystone/horizon instances for each region do you need to call each region 
individually to the API? Also for multiple regions are there any caveats like 
"all of the backend management needs to be on the same L2/broadcast domain?"

Also is there a deployment guide to do this sort of work with Havana?

I have been evaluating cloudstack for this kind of thing but it seems as though 
cloudstack really wants you to use shared storage and for this application it 
seems like overkill.
