Which release do you use? The database connection configuration should be moved into neutron.conf or ml2_conf.ini, so you need to make sure if you enabled ML2.

I don't see any [DATABASE] section in the cisco_plugins.ini file. Do I have to add the [DATABASE] section , if yes, then what are the parameters that goes in this section ?
