Yes, use the iproute package from the CentOS OpenStack Havana repo:
yum install
http://repos.fedorapeople.org/repos/openstack/openstack-havana/rdo-release-havana-6.noarch.rpm
yum install iproute
Apparently the iproute that comes with standard CentOS 6 doesn't support
network namespaces.
