The issue is fixed.

Following was the fix : 
Add following line in nova.conf [DEFAULT] & restart nova 
services.enabled_apis=ec2,osapi_compute

Can you check if openstack-nova-metadata-api is running.

If it is running please stop the service and then try restarting 
openstack-nova-api service.
