Hi Sascha, Can you please check nova-configurations. May be some configurations are pointing to neutron. Because as far as I am aware when we use nova-network, horizon or nova-client will not hit neutron.

My first try was a setup with Neutron but that I couldn't get to work, now I started fresh with nova-network and it's working so far. Unfortunately Horizon doesn't come up.
