Main development is done on Ubuntu but we are quite happily running on Scientific Linux (Redhat Based) since Folsom. The Redhat guys are now one of the main contributors to Openstack and with the RDO packages it is easy to setup.
I would choose whatever OS you are comfortable with. Both options have pro's and con's.
