Neutron doesn't support rate limit right now. You can apply TC to router 
gateway interface to achieve it manually.

Hi,

hmmm i've no idea if you can change the port settings directly. A
possibility is to make a flavor for special vms with
rxtx_factor  = 0.5 (==5Mb/s if you have 100Mbit/s connection)
