Can you execute "ovs-vsctl show" on both neutron and compute nodes and
paste the results?

in a 3 machine configuration - controller, compute and network
nodes. When an instance is rebooted it looses connectivity on both
floating ip and private ip. When a new instance is started all the
old instances gain connectivity. I have found that restarting
neutron-plugin-openvswitch-agent in the compute node fixes the
problem and all the instances gain connectivity.
