Since we meter GETs and PUTs per-tenant, we don't have direct metering of overall GETs and PUTs per-second rates (though in theory it would be possible for an administrative user to calculate such numbers via the ceilometer API). Latency OTOH is not measured for the swift API by ceilometer.
