Just check this Add a keypair, security rules to allow and then try it for
example ssh -i keypair.pem fedora@IP this link will be useful

if your using Neutron, you may need to specify the --nic net= option to nova
boot.
I usually use the UUID of my public neutron network
eg
neutron net-show public
