Hi Vijay,
yes I need a new private network other than the demo network and want it
to use floating IPs from the same external network from which the demo
user got its floating IPs. A new tenant will allow me to add a new
router to the existing external network and use the IPs. Is there any
other way to do so?

planning to create a different tenant for some demo/test reason ? If
yes, you can create a new tenant,add a user, create rc file for that
user and create networks. I haven't heard network per user,its network
per tenant for all the users in that respective tenant.
