Perhaps the above error is the cause of the problem? A quick glance through the nova code tells that image metadata is required in this operation. I suspect the offending code is here: https://github.com/openstack/nova/blob/9138fc7ab4b8d7e9a8a87d37716d0649c758957c/nova/compute/manager.py#L5056 .
