John, not really familiar with the OVH offering, but my quick scan indicated their vRack <https://www.ovh.com/us/solutions/vrack/>is a collection of servers on one or more VLANs. Doubt that these vRacks are tied in any way to actual physical racks. My use of the term 'top of rack' and ToR is meant to be the physical devices and would not apply to these virtual racks.
