A bit off-topic:
Terraform uses the gophercloud go library to talk directly to the 
Keystone/Neutron/Nova OpenStack APIs
It is not using Heat in the background.
Very simplified I would say terraform is a cloud vendor-neutral (ish) 
replacement for Heat which is run client-side instead of server-side.
