Do we need it for anything? We don't have legacy user space code we need to 
keep running, no?

FWIW Thumb EE is only necessary for special JVMs that generate Thumb EE code. 
But yes, apparently it's part of ARMv7, so we should at least allow user space 
to make use of it.
