Well, the builders are just fine, the pkg meta of openSUSE:13.1 /
qemu-linux-user is broken:

<disable arch="armv5el"/>
<disable arch="armv7l"/>
</useforbuild>
<bcntsynctag>qemu</b

useforbuild should be disabled for all qemu-arches, aka aarch64 and
armv6l. however not for armv5l or for armv7l. so the correct pkg meta
would be:
<useforbuild>
<disable arch="armv6l"/>
<disable arch="aarch64"/>
</useforbuild>
and then
osc api -X DELETE /build/openSUSE:13.1/ports/armv6l/_repository
/qemu-linux-user.rpm
osc rebuild -f -r ports -a armv6l openSUSE:13.1
