The dracut package contains the mkinitrd wrapper.

The /etc/sysconfig/kernel is not part of dracut package. mkinitrd package had a
template in /var/adm/fillup-templates/sysconfig.kernel-mkinitrd and was
probably copied to /etc/sysconfig/kernel.
