The YaST2 files listed are installed on top of the ncurses libraries. So you can use a console on another system connected via ssh to your RPi to start YaST2 in ncurses mode. When you use startx in the RPi you need the whole Xorg system in your RPi and you need a hdmi monitor on the RPi, as well as a keyboard connected to your RPi. The described method to use YaST2 in graphical mode uses the ssh connection with an X-window protocol.
