The RPi has three partitions, so /boot (where the above files are) is not /dev/mmcblk0p1 but mmcblk0p2. You need to mount mmcblk0p1 yourself to, e.g., /mnt. That file is not specific to openSUSE btw, it is read by the VideoCore IV firmware on that first FAT partition and is documented on elinux.org.
