I found to insert in /boot/efi/Config.txt:

# Enable the camera module
start_x=1
# Turn off the red camera LED when recording video or taking a still picture
disable_camera_led=1

Also appended the following line to /etc/modprobe.d/99-local.conf:

install bcm2835-v4l2 /bin/true

This provides the device /dev/video0

and enabled vcfiled via

systemctl enable vcfiled.service

which will start this service after a reboot or after a start command.

But still raspistill gives:

mmal: mmal_component_create_core: could not find component 'vc.ril.camera'
mmal: Failed to create camera component
mmal: main: Failed to create camera component
mmal: Failed to run camera app. Please check for firmware updates
