A quick search on build.opensuse.org indicates it's in 42.1 and 42.2 but apparently not in Factory. Since there's no devel project indicated in either of the two [1, 2] I'm guessing that means it comes from SLES12? CC'ing the Factory list since this doesn't seem to be an ARM issue. On a side note, raspberrypi-firmware is missing in 42.2, which would be necessary to build booting rpi* 42.2 images.
