That depends a bit on where the problem comes from, it can be either or both. in this case since it was already a problem for a couple of days also in Tumbleweed / x86 I was waiting for the heroic tumbleweed maintainers to make up their mind on how to fix it. It seems they decided to nail down the have-choice rather than dropping the conflicting package, so I've resolved it in the images now via a package list update.
