Hm, 4.8 and 4.9 kernels and both 2016.09 and 2016.11 U-Boot are working fine on my rpi2. Your message is lacking a lot of details. Like, which image you are talking about - the official Tumbleweed one or a Contrib image with unofficial kernels? Which filename exactly? What exactly does not "working" mean - there should be some output that you can share. Sometimes people were simply too impatient while Kiwi still repartitions - it may take around 10 minutes on first boot.
