Please check your repo URLs. Both, rsync and subversion are available.

Leap 42.2 base repo:
http://download.opensuse.org/ports/aarch64/distribution/leap/42.2/repo/oss/suse/aarch64/

* rsync-3.1.0-6.3.aarch64.rpm
* subversion-1.9.4-1.1.aarch64.rpm   

Both packages are part of the core distribution and should be always
available for installation.

However, I just noticed that the subversion package should be at release
number 1.9.5-3.2. I can see the srcpackage with that number in the
update repo but not the aarch64 package. I will check what is going on
here.
