I disagree. This is the output of zypper lr on my RPi3 with Leap 42.3.

1 | openSUSE-Ports-Leap-42.3-Update   | openSUSE-Ports-Leap-42.3-Update 
2 | openSUSE-Ports-Leap-42.3-repo-oss | openSUSE-Ports-Leap-42.3-repo-oss

I never saw anything updated from the repo-oss. It is frozen as it should.
