I have a WIP PR: 
https://github.com/os-autoinst/os-autoinst-distri-opensuse/pull/6772 to start 
jeos-firstboot on current images.

{yast2,jeos}-firstboot have been disabled to allow people to boot headless 
systems (mainly for RPi3).
And IMO, it is better to enable it like this, instead of building a new image, 
except if there is a request for it (e.g. qcow2 image format)?
