Upstream U-Boot is already configured to fall back to network if there's no bootable files on SD or USB. Yes, we can construct situations where that would break, but let's start easy... For the 3B+ it may be necessary to use an updated u-boot-rpi3 binary from the :Update channel rather than from original Leap 15.0 release. Symptoms would be unreliable TFTP transmissions.
