Which version of openSUSE are you running? This article mention Leap 42.2 which 
is outdated. You probably want to use latest Leap which is 15.1.

Raspbian is an armv7 image (32-bits), so you would need to run a 32-bit image 
on top of a 64-bit image, since openSUSE image is aarch64.

But you will probably hit this bug: 
https://bugzilla.opensuse.org/show_bug.cgi?id=1129950

Another untested solution which would probably work is to use the openSUSE 
Raspberry Pi 2 image on the Raspberry Pi 3. That way, all is 32-bit.

But be warned that virtualization will be _very_ slow on Raspberry Pi 3 (slow 
cores, low RAM) and you will not be able to allocate lots of RAM for the guest.

Any particular reason to run Raspbian on top of openSUSE on the Pi?
