Packaman repositories support Arm (aarch64, armv7) for Leap with the same repos as for x86: https://ftp.gwdg.de/pub/linux/misc/packman/suse/openSUSE_Leap_15.1/ Tumbleweed for Arm is currently a separate repo and PackMan will fix it at some point.
