There are lots of XML editors! You can find a list here[1] that support 
DocBook, both free and commercial. Most users probably use Emacs/PSGML 
for XML authoring although it is not restricted to that editor. Purists 
prefer vi. ;)

Define "user-friendly". ;)

WYSYWYG (What you see is what you get) editors are nice to write some 
letters to your grandma. From my experience they distract you from your 
text, because you are more busy layouting your text than writing it. :) 
(Ok, I stretched my argument a bit.)

It takes maybe some time to get used to it. However, what you gain in 
efficiency, speed and portability is invaluable. Of course, DocBook would 
be too much just for writing a letter (although it is possible.)

OpenOffice.org (OOo) *can* export to DocBook---however that doesn't mean 
that it creates meaningful DocBook XML. OOo can not enforce the structure 
like a real XML editor. Exporting to XML and writing in XML are two 
different things.
