See my earlier reply. The policy might need to be clarified better. e.g.
not only how YOU works, but also what happens if you decide to install a
program that is not updated by YOU, like a newer KDE or Firefox version.

I could imagine that there are people that trust YOU to do security
updates and then fail to look at the packages they have installed
themselves from various sources.
