That's what we did in the past.  I'd rather vote to classify a
translation tools as "Office" or "Productivity" stuff.

"Productivity" ;)  In the past it was part of "SGML/XML and LaTeX" AKA
"Textprocessing tools".  Of course, you can do much more with these tools.
